For more than 25 years, FCM’s Green Municipal Fund (GMF) has been a trusted partner, empowering Canadian municipalities to lead the transition to a sustainable future. GMF is now entering a critical chapter.
We’re using this Three-Year Plan to define our shift from being a funding-focused organization to a catalyst for broad-based investments in municipal sustainability. Our core focus is on rapidly scaling municipal impact through collaboration, innovation and inclusion.
This Three-Year Plan 2026–2029 serves as our roadmap to turn a national aspiration into measurable, local transformation.
Annual Report
For 26 years, the Green Municipal Fund (GMF) has been a trusted steward of federal investment, helping the Government of Canada deliver results that strengthen communities and build Canada’s sustainable advantage.
Reaching a significant milestone, GMF has nearly fully allocated the $950 million federal investment entrusted to GMF in 2019, demonstrating our capacity to deploy funds quickly and effectively.
At the same time, our projects continue to deliver strong measurable economic returns. Since our inception, they’ve contributed $5.6 billion to Canada’s GDP and generated $3.1 billion in wages, and we’ve also mobilized over $270 million in private capital since 2019. We’re building a stronger, more competitive and sustainable Canada.

For 25 years, FCM’s Green Municipal Fund (GMF) has helped local governments deliver projects that are both economically and environmentally sustainable, proving that investing in sustainability delivers real value for Canadians, helps communities thrive and strengthens Canada as a whole.
Thanks to our longstanding partnership with the Government of Canada, we continue to deliver concrete results in communities nationwide. With $311 million in approved funding—a 400% increase since 2018—demand is higher than ever, demonstrating the strong need among local governments. This year, GMF responded by delivering critical, high-impact funding with unprecedented speed, mobilizing two major climate adaptation initiatives in just nine months.

- 2023–2024
In 2023–2024, GMF had our most impactful year yet, investing nearly $200 million in local projects and securing more than $820 million in new funding. We helped communities across Canada access the funding, knowledge and capacity needed to address the diverse challenges of climate change and environmental sustainability through innovative, scalable projects that make a real difference.

For over two decades, the Green Municipal Fund (GMF) has been a cornerstone in transforming Canadian communities into hubs of sustainability and innovation. Through dedicated funding and collaboration, GMF has championed local government efforts to counter climate change, enhance energy efficiency and foster resilient infrastructure.
Our 2022–2023 Annual Report, Together for the Future, explores the tangible impacts and milestones achieved during the year. It highlights how GMF initiatives are helping drive systemic change and move Canada toward its goal of net-zero emissions by 2050.

- 2017–2018
FCM’s Green Municipal Fund (GMF) supports municipalities across the country in achieving their sustainable community development goals by improving the quality of air, water and land and reducing greenhouse gas emissions.
By investing up to $862 million in projects over nearly two decades and reducing greenhouse gas emissions by 2.5 million tonnes—the equivalent of taking 571,000 cars off the road—GMF has helped improve Canadians’ quality of life.
The 2017–2018 Annual Report explains how GMF continued to support municipal initiatives with significant environmental, economic and social benefits; connect sustainability leaders through networks and other opportunities; build local capacity; and demonstrate the impact of its knowledge resources, training and tools.
