Low Carbon Cities Canada (LC3) network enters implementation phase following establishment of seven local centres

Today FCM’s Green Municipal Fund announced a milestone for its Low Carbon Cities Canada network, shifting from start-up phase to full implementation following the final transfer of funds establishing all seven local LC3 centres in Canada’s largest urban areas. Reflecting this evolution, FCM today also announced a revised governance structure, role and composition of the LC3 sub-committee of GMF Council responsible for overseeing the LC3 program. 

Since announcing the $183M in funding from the federal government to form the LC3 Network, efforts have focused on transferring funding to the local centres and creating a sound operating and performance measurement model to support the Network’s mandate of bringing to scale equitable climate action solutions to help communities across Canada reach net-zero GHG emissions by 2050.

To support this work, the Green Municipal Fund (GMF) Council created a committee to advise the Council on matters related to Low Carbon Cities Canada (LC3). The committee members included representatives from GMF Council including from municipal and federal government, but the majority of members represented key stakeholders from the private and non-profit sector. During this launch phase, the committee acted as an independent voice and sounding board to the Council. The committee members brought a diverse range of expertise and a breadth of knowledge relevant to LC3’s foundation and emergence.

As of January 2022, all seven LC3 Centres have received their endowments and the Network is moving into its next phase. As the committee wraps up its inaugural two-year term, FCM and the LC3 Centres are appreciative of the guidance, dedication and contributions made by the committee members during LC3’s most formative years.

With the LC3 Centres established and well-positioned to deliver, the LC3 committee’s terms of reference are evolving to focus on program performance monitoring and oversight.
